What is your status?
Under section 2(1) of the Immigration and Refugee Protection Act, a foreign national is “a person who is not a Canadian citizen or permanent resident and includes a stateless person”. Accordingly, a foreign national would need to apply to the Immigration Refugee and Citizenship Canada (IRCC) to obtain permission from a Canadian official to enter Canada with a visa (or permit).
